ABSTRACT
In this paper, a new Web mapping technology founded on the Web 2.0 concept is studied. An application was developed for the experiment to help the acquisition of local knowledge for the planning organization and to facilitate the discussion among citizens. In addition to the data provided by the application, the experiment was investigated by monitoring the traffic on the Web site of the experiment, a Web questionnaire and also by in situ observations. The study revealed that participation on Web differs significantly from the conventional participation. The technology was found to suit well in the communication culture of the Web. This was manifested by regular but short-term "lunch break participation" that occurred from Monday to Friday during the working hours. Based on the results, directions for the development of Web based local knowledge acquisition technology are discussed. It is concluded that instead of converting local knowledge into expert knowledge, technologies that efficiently utilize the collaborative nature of Web 2.0 need to be developed.
