ABSTRACT
The paper deals with three important aspects of the deployment of next generation wireless networks and services in developing countries. A framework to support the growth of innovative and locally relevant mobile services from the different stake-holder's perspective is developed. The framework consists of three pillars of thought composed of next generation technology migration strategy, development of local content and service provider sector, and a mobile laboratory for service localization and usability studies.
