ABSTRACT

Government and not for profit organizations have an opportunity to leverage their common needs and share in the cost, implementation and support of software systems. Currently sharing is ad-hoc, infrequent or accidental. Much more sharing would be possible with the right organizational infrastructure and management awareness. Organizations could collaborate on custom software development, implementation and shared services. When software packages are readily available, then organizations could collaborate on implementation and shared services, which often is the major cost component of enterprise applications. We will explore the characteristics and key success factors of such Collaborative Ecosystems.
