What is a DOI?

ABSTRACT

Digital government has four distinct phases in its evolvement [6]. In the first Catalog phase, governments publish information to view and download forms and other static documentation. The second Transactional phase facilitates information exchange and online payments. The third Vertical Integration phase provides integrated services within a governmental department. Finally, Horizontal Integration phase provides integrated services across various levels of governments and agencies: local, county, and state.
